Browse the range of Flexible Learning Programs available to international students and choose a program that fits your interests.
- English Proficiency: All applicants and registrants must demonstrate a level of English proficiency equivalent to English 12 (50%). Prepare to upload your English test results.
- Additional Requirements: Some programs have specific entrance requirements. Review your chosen program’s admission criteria found on the ‘Program Details’ page and prepare to upload your supporting documents
- Proof of MSP: If enrolled in BC Medical Services Plan (MSP), prepare to upload proof of enrolment
- Permit Document: If you hold a valid study permit or work permit for Canada, prepare to upload your status in Canada document
- Authorized Representative: If you have an agent representing you, prepare to upload the Agent Form or 3rd Party Consent Form
Applications can be submitted through EducationPlannerBC (EPBC). Use the ‘Declare Now’ or ‘Apply Now’ button on your program’s page to be directed to the EPBC application platform. A $154 application/declaration fee will be charged. If you already have an existing BCIT ID number, make sure to enter it at the end of the EPBC application.
- Applying through EPBC: After applying through EPBC, you will receive an email from BCIT with instructions about how to access your myBCIT account. If you don’t already have a BCIT ID, one will be created and sent to your email account,
After You Apply
You will receive a confirmation email with instructions for logging into your myBCIT account and other relevant details.
- myBCIT: This is BCIT’s primary communication platform for your application status. Use myCommunication within myBCIT to view all official correspondence and letters.
- Application Status: Click on ‘Check Application Status’ or ‘Upload More Documents’ under ‘Online Self Service’ to upload any required documents for your application.

Once you have been accepted into your Flexible Learning program, you will be issued an offer letter instructing you to pay your non-refundable $6,000 commitment fee which will be used towards the first term of tuition. If you already registered and paid for Flexible Learning courses in the same term as your application, BCIT will convert your tuition payment(s) for that term into a non-refundable commitment fee (up to a maximum $6000).
IRCC Letter of Acceptance (IRCC LOA)
You will receive a letter generated for Immigration, Refugees and Citizenship Canada (IRCC) purposes once the commitment fee is received by BCIT. International students can use this acceptance letter to apply for their study permits through IRCC.
Provincial Attestation Letter (PAL)
Many study permit applicants will require a PAL, but some are exempt, including international students in Canada applying to extend their study permit. For a full list of who needs or doesn’t need a PAL, refer to the IRCC website.
Who is eligible for a PAL from BCIT
International applicants to a Flexible Learning (FL) program, who:
• are required by IRCC to have a PAL
• have been accepted or have an approved declaration (with exception of Associate Certificate programs)
• have paid the commitment fee by the stated deadline
In general, a PAL will not be issued within 10 weeks of term start, or for programs that have more than 50% online delivery. This is based on IRCC requirements and estimated processing time.
The BCIT Admissions team will communicate with students to confirm if they will need a PAL. PALs will be issued for students who have replied and confirmed eligibilities. Students can expect their PAL shortly after their IRCC LOA is issued.

Acceptance into a Flexible Learning program does not guarantee course availability. Course registration is on a first-come-first-served basis and students must register themselves each term.
